Default professional painting process

can anyone describe the professional painting process for me?
I got my lip painted by this mechanic who has painting equipment, but it wasnt dried after 3 days. When he touched it to install it left his finger print, and when I ran my finger nails on it, it would come off like plastic. am i supposed to wait longer, or does this guy just suck?

and is the final product supposed to be as smooth as the car's paint? even though the color is the same, how come the texture isn't the same?

ya he actually called me the 2nd day saying it was dried but i couldnt make it in, 3rd day, i came to install it and he said my aero sides didn't fit and almost threw them away...

the day before he painted he washed them or something and stripped most of the old paint off it seemed, but with finger nail or a key or something pointy, paint came right off like plastic. It's been close to 2 weeks and it seems like its dried, but not like the factory smooth finish.

(he only charged me 60 bucks to paint the front)

i wen tthe cheap route because i cant afford 500 bucks that everyone is asking for... for just the lip!! i cant imagine how a full bumper would cost
