power window: regulator bolt problem

My window has been closing awkwardly because the regulator bolts have come out of alignment. Not only are they out of alignment, but they have torn up the metal around the bolts (see pic). When I tighten the three bolts down tighter factory specs the window wont close or open without the guidance of me. If the bolts aren’t tight enough, the regulator has play to it thus not allowing the window to shut properly. What can I do? I plan on using washers so the bolts don’t strip any more of the hole away. Does that sound like a good idea? Any input?
