What motor are you running? You should be able to rev past 5k w/out VTEC, not that i recommend you do so, but its possible.

is there a light bulb in your cluster behind the cel? it is a common shady practice to take the bulb out and sell the car to an unsuspecting buyer. or maybe it just blew from being on so much. haha baaazzing. but seriously, go turn your key to the "on" position and see if the cel even lights up.

hmmm, weird because if it won't rev past 5k and vtec is not engaging, it should be throwing a cel.

hey man i had a problem too wit my vtec...i gots a '96 EJ coupe...wit my problem i was leakin massive amount of oil from tha actual solenoid...i had no vtec cuz obviously oil pressure was blowing out of tha solenoid gasket...it threw off a DTC 1259 code (inoperable VTEC system)...i replaced tha gasket (squiggly O-Ring) and the CEL went out n vtec came back...this whole time my vtec was out im pretty sure i was able to rev at least 5grand and over...in my opinion i doubt an inoperable vtec can prevent a motor to push to 5 grand. ithink its sumtin else. i can be wrong tho...

Even if it wasnt engaging, it would still rev past 5k.
Limp mode is like 3k, so not reving past 5k is odd.

The only instance ive ran into of not revving over 5k is when i first did my swap of the JDM d15b (with 3 stage). Without VTEC hooked up, it stayed in 12valve mode, and wouldnt physically rev past 5k, due to it being in 12valve mode, it ran lean and wouldnt physically get past 5k, due to air/fuel issue.

Not that this may be the case, but this may have soemthing to do with your problem, bad spark and/or bad fuel may be whats causing this. We need more info on your motor besides it being a D16z6, what type of other mods are done to it? Whens the last time you had it tuned up? When did this problem first occur? ect. We need more info here.
To put it plain and simple, a VTEC solonoid not working would not be a reason for a motor to not rev over 5k.

Now that we all know your problem is not related to Vtec lets move on.

IMO you must have a issue with igniton or ECU.

Your car is 13y/o, unless you have it fixed by a shop they can test it and fix it, I replace the dizzy with a rebuilt unit. There about $170.00 at auto part stores.
