Default Suspension and rims questions

1995 Honda Accord LX 2dr

1) Suspension

Ok I plan on slamming her down and to get that better handling. My limit is $300-$500 (including labor). I was thinking of getting Sprint Performance springs that offer a 3"-3.25" drop. What shocks can you recommend that would go with these?

2) Tires/rims

She is currently sitting on 15" steelies, but I'm looking to upgrade to the Rota set for now (maybe slipstreams or c8s). But I'm looking to get 16s. What are the bolt patterns? Offset? And tire size?

And before I get the parts together, should the rims go in first? Or the suspension upgrade?

3'' is way to low in my opinion......go with tockikko illuminas and somethign like H & R springs...cheap good setup..it's what I got on my car.....I'd do the suspension first...evene steeles look good on a lowered car IMO...do what ever you want..but I still think 4 is waaayyy to low...
