CAM....singular..not plural.....well letsee I'd do a 50 shot of NOS on that bad boy...you have a GREAT motor...and in order to truley bring out it's potential it's gonna cost you more than 400 bucks.......do some reading on turboed F series motors...that's where I'd bank that money

I wouldent put a dry kit on that motor. But thats just me.
Also, I wouldent get a "Race" cam as such, because a racing cam has poor street ability. You will have a high idle ~1200 rpm, and it will be horrible on emissions...not practical for a street car. However there will be plenty of power.
I would get a stage 1 street cam. and I would do some maintenance, and some free modifications. Such as polishing the inside of the intake manifold to improve flow.
Doing a complete tune up will do wonders for restoring power. You would be surprised how much a clogged/dirty EGR system will choke the motor. Same with dirty/leaky fuel injectors.

i wouldnt buy the cam if I were you. its like JDM says... Restore the power you have lost due to every day usage over time before you make new power.
