Default big downpipe with small cat

I have a 2.5 inch downpipe and a 2 inch catback exhaust. Will I be able to mount a 2.5 inch inlet and outlet catalatyic convertor to the b-pipe?

Yes, though I'd suggest purchasing a tapered adapter to reduce the bottleneck.

so the drilled bolt holes will line up for the cat and the b-pipe?

Yes, the flange bolt patter is the same.

I got a custom cat done by SMRP? i have the JDM ITR header with 2.5" outlet and a S2 exhaust with 2.36" ID. So i have to get it necked down.

SMSP is the company, and yes, they should be able to get you a cat that will bolt-on.
