newer cars and..?
I'm not sure about that, but I'm pretty sure they can. When I bought my Si the salesman told me that some guy mis shifted and blew the motor. They wouldn't honor his warranty because it was recorded that his motor was at 13,000 rpm at wide-open throttle.

It reads certain data, but it doesn't log forever. I don't know what WRX/STi ecus do but I have watched my tech plug mine up and look at what I have done to the car.
It's more like a 'black box' in a plane. It records so much data, then writes over it. This is so when something bad happens to the car it has the last X amount of time logged to see what may have happened. It's not your car's "dear diary"
