05-06 OEM Type-S exhaust. Aftermarket exhausts (especially quiet ones) won't really provide too much more power than this.

Check Clubrsx and see all the threads there. I am pretty sure the Apexi World Sport II exhaust is really quiet. There are probably other ones but it is skipping my mind right now.

I know new headers will make the exhaust louder, now how much more hp and torque will i get with aftermarket hearders and exhaust and how much would it be with if i just got new headers and left the oem exhuast on my 04 rsx type s? Is there a big difference when you do the headers and exhuast?

first off its header, not headers. and that would depend on if you had a race header or a normal short header. if you're afraid of getting pulled over with a race header, get an 05-06 type S exhaust. it'll be mainly quiet and flows pretty well.

greddy sp2 and the apexi ws are the quietest that i can think of
both i think are as quiet, maybe more quiet than the stock 05-06 exhaust

the apexi ws-2 claims to be 50 states legal which sounds good for me since i live in california, any one have sound clips of this on their DC5.

Does the 05-06 exhaust give more power than the 04 exhaust. will it perform like or better than a aftermarket exhaust.

yes, the 05-06 exhaust was made for better flowing then the 02-04 stock exhaust.
*edit*
didn't read the last part "will it perform like or better than a aftermarket exhaust. " No it wont perform better then an aftermarket exhaust but the gains from the 05-06 stock to an aftermarket exhaust isn't phenominal. Might as well just keep the 05-06 on, if you have an 05-06, instead of spending 600+ for exhaust and only gain 5-6 hp if that maybe.
