If I remember right you only need a cage if you run 11.49 or quicker or am I mistaken? I know you need a scatter sheild for 11.99 or faster and a helmet for 13.99 or faster.
go to the nhra site, you can print the entire rulebook , or just download it . i got mine on my pc desktop. its alot of reading though. but well worth it .

Always bring the handbook around with you when your race. From my expereince, many tracks will be biased against your car because its an import or they just want to bust your ***** for no reason. Different tracks have some different rules but most of them are very similiar. Good luck

IHRA tracks are 11.49.....you need a 6 point cage.
NHRA tracks are 11.99.....you need a 6 point cage.
NHRA calls for a license and chassis certification at 135mph.
i think IHRA is license and certification at 9.99. not sure.
