The blower motor wont start up and when I press the buttons for different settings the lights wont show up either. What can be the issue here? It seems like its a lack of a significant source of power. Anyone have any input? The car is a 98 Civic DX.

Try a different blower motor and see if it turns on (if a different one does it just means the blower motor is burnt out...it happens).
If it only works on speed 4 it's the resistor pack.
If it doesn't work on any speed and a different one doesn't turn on (and work on any fan speed) then it's the wiring.
Most likely a bad ground, but possibly a bad power connection.
Test the voltage with a multi-meter at the plug, should be at or almost 12v.

If the lights on your climate control aren't going out - it's also possible (however unlikely) that the wires going to the climate control or damaged. I've never seen ALL of a climate control go out before..sometimes the switch breaks, sometimes the vent selector breaks..but I've never seen all the parts break...
Might wanna try a different climate control, see if that works. At least unplug it and it test the plug to see if you're getting 12v when the car's on or on ACC.
