Head gasket is a good guess. I can't think of any other way for oil to get into the coolant right now.

changed the head gaskey, thermostat, radiator, water pump and still over heats, top radiator hose gets hot but the lower hoses stay cool

You check and see if the head or block was warped before putting the headgasket on? Having a bad or clogged radiator won't put oil in the coolant.

got motor rebuilt for turbo and never saw the engine when it was being worked on, im hoping they checked that, but what would i need to pressurize the system to see where the oil is coming from or where the clog is?

Pressurising the system won't tell where the clog is, if there is one. It will only tell you if you have a leak and where it is. Places (I got mine from snap-on) sell a tool that has an adapter that seals on the rad. cap hole. this adapter connects to a pump that you use to pump air into the system. Just make sure you don't go over what the cap is rated for. You will blow things up in the system if you do that.
