What is this "mod" called?

Where the headlights are the multicolored; what is this called?

Is this a tint of some sort, or is it a spray on thing?

Dont chime in wither you think its ricey or not please, but Im looking for actual discussion on what this is and how to possibly do it.

they're 'ion' headlights. I think they're cool, but they're distracting as hell on the road and I don't really know what the point is.

Yup, this is a film called ion yellow/blue. It's actually kind of popular in Japan. I see this on a bunch of cars every time I go (twice a year).
