Cell #14: IACV

The engine WILL run with or without the IACv working
In the absense of the IACv, you will get a loping idle, usually, like in most cases, from 800 to 2000 rpm, just up and down.
Y7's are tricky bastard engines, i used to own one, i absolutly hated the downdraft manifold and diff IACv system than all other civics (3 wire and on the TB itself).
If your getting a code for the IACv, its going to have to be replaced. Remember, without a functioning IACv, you cant adjust your idle up or down, even if it isnt loping constantly. (At least thats what ive learned from my experiences).
Replace your IACv, and adjust your idle up to alleviate the stalling issue

That is correct, there really is no extreme that would cause it to not run, its either working or not, and if its not youd get a loping idle.
Other things that would kill your idle:
-fouled plugs, inconsistent spark (wires, cap, rotor)
-Bad fuel supply, clogged injectors, bad carbon buildup, clogged air filter.

That is correct, there really is no extreme that would cause it to not run, its either working or not, and if its not youd get a loping idle.

The IACV on my 99 hatch became so gummed up, it froze. After getting the engine warmed up, I shot cleaner into the entry port and it eventually free'd it up. Reset ECU, code was gone.
With 150k miles on it, what does the maintenance history look like? Cap, rotor, plugs, wires, air filter, fuel filter, O2 sensor, tbelt, set the valve lash, set the timing, clean the grounds, clean the IACV (don't take it off), fuel injector cleaner, tranny fluid drain/fill (a couple times if it hasn't ever been done) and there are probably a couple other things to check/set/clean I'm forgetting.
As for the foam around the radiator getting soaked in coolant, maybe the radiator busted a seam. Plastic and metal don't expand at the same rate, which is what they're made of. When it happened to me though, there was coolant spatter on the underside of the hood rigth above the spot that ruptured on the radiator. Are you loosing a lot of coolant?
