disconnected O2 sensor and no check engine light? Sputtering as well

Hey, I have been trying to diagnose a sputtering problem with my CRX DX, I have replaced the throttle body and sensors 3 times, the map sensor once, and the distributor 3 times. I have also redone the cam timing and changed the ECU with no luck. It is getting 30+mpg and runs good above 2300, below that it is dumping fuel, there is a lot of gas inside the IM and the 1st and 2nd plugs get sooted out. I have also changed the plugs and wires. I tried to unplug the O2 sensor to see how that affected it, and there was no check engine light and nothing changed. I need to pass smog!
How's about the injectors? Have you ran any injector cleaner threw them.
Might have a stuck open injector or one with a terrible spray pattern.
You do have the vacuum hose connected to the FPR. Might pull that hose and see if there is gas in it. It should be dry.

I have changed the throttle body with all attached pieces 3 times, always the same symptoms (2nd one had bad sensors). So I believe that it isn't anything attached to the items I replaced (repeadetly lol). Vacuum hoses are what I am leaning towards, that or wiring issues. This problem came in after the car had sat for 3 months (changed the HG, its solid now)
