Cutting the divider on a turbo??

Cutting the divider on a turbo??
Im about to buy a HX35W from a freind for 150 bucks. I did a lil research and saw that if you cut out the divider it allows the turbo to spool up about 1000rpms faster. How would you go about doing so??
