it could have been rolled back or most likely it was replaced and the milage is written on the door jamb. If it was the latter, I would not be concerned as you can easily verify this via paperwork and door jamb sticker that reads odometer reading at time of replacement X,XXX,XXX.XX
A lot of DMVs will ask you for the odo reading on the car and most of them have a check box that state "NOT ACTUAL MILAGE and a space for an explanation
it could also be that the milage was incorrectly entered at one point in time and later corrected
