There are a lot of setups capable of retaining AC and PS...it all depends on your goal and budget. Those are the REAL determining factors here

yeah i am trying to save some money doing crome as my ecu, i have about 2000 to spend on a turbo i would love to do a t3 (smaller and spools faster) if i keep ac/ps mom and dad will help with my build somewhat due to my mom needing my car everyonce and a while to get to work when the jeeps are being worked on.

I would suggest a SPoolin log manifold and 3" AC compatible dp. That will be reasonably cheap and still work for your needs

if you're trying to piece together a kit, I would recommend an rcautoworks.com log manifold. just tell them you want it to be ac/ps compatible and they'll cook you up something nice.
