I had the battery charged and put it back in the car, when I turn the key it doesn't even crank, I here a high pitch whining noise, not sure if its the fuel pump turning on or if its something else, should i try bumping the starter? Any suggestions would be appreciated, also all of the cluster gauge lights turn on etc

Are the battery terminal clamps on tight? Are they clean and not corroded?

Well I finally had time to figure out wtf was going on with the rex and its the starter, i pushed it with a friend in it, he popped the clutch and she started right up, so much smoke coming out the exhaust, then later that night the same friend got hit on his R1 right in front of me, anyhow, sorry if this is covered somewhere, but I've changed what swap I wanna do from a ls non vtec to a b16, my question is, do I buy parts made for the civic year in which in came in (i.e. exhaust for 99-00 si civic), or does it have to be custom, thanks for any help in advance

You dont buy exhaust for a 99-00 civic if you have a 1990 civic

You will have to have the exhaust modified from the end of the exhaust manifold to your existing exhaust IF you do not have the adapter which came on the EF SiR.
