best tire for my 16's?
Think of it like this, The first number on the side of the tire is the width of the tire in millimeters. The second number is a percentage of the first. Using that you can find out the overal hight of the tire so you can compare it to what you got.

But for real, assuming you're not talking about the best size for 16's (which could be answered easily if you just ask a tire shop), we could try to help if you narrow down your question. What are your plans for the car? What is the power of your car? Stock motor, etc.? Do you drive spiritedly? In the rain a lot? Snow? Dry climate? Lots of stuff needs to be explained, or I don't know to suggest slicks or normal sport radials.

205/40 might look a little better.
I think it's even a little closer to oem 5th gen civic diameter.

car is as of now stock, just wanted a bigger tire for the 16 but not sure how big i can go. my speedo is already off and ahead by 10 mph around speeds of 65 mph on my stock 13" steelies, i dont know why but im guessing putting a bit of a bigger diameter could correct this. my hatch came with gangster 17" konig unknowns on it but wasent feeling it for too long and put the steelies, my plans are picking up a set of 16" full royal steel grey rota slipstreams (ive heard plenty opinions on my choice but they still have great appeal to me) and poping off these konigs later for whatever i can get.
i just want to know how big of a tire i can go without any problem, am i able to use 205/50-16 or 215/50-16? thanks

The biggest tire you can fit will just make your car slower and likely handle worse.
It's not like your racing in the scca cup, I bet you're going to work and getting groceries. Get whatever tire will keep your speedometer accurate and gas mileage normal.
A huge tire or a smaller tire than stock will ruin your mileage.

we sell potenza re-01rs at my work and thats my next set of tires
from firestone they are 150ish a tire in that size but i know other sites sell them for cheaper

Stick with 16x7 and 205/40/16. This will prevent any rubbing issues, even on full wheel lock and/or lowered ride height.
If you live in the Chi, this might not be the best time to buy summer tires since winter is coming. I'd advise you to stick with steelies and get some good winter tires until spring. Once the weather clears up (you should've saved up enough or have the 16" wheels by now), get on summer tires, some budget sticky tires would be Falken Azenis 615, Kumho SPT, Yokohama ES100 just to name a few.
