you need to get a nice set of drillbits. go on a slow speed with some penetrent and it should drill right in. drill bits are one thing you cant buy cheap, get ahold of a tool dealer
Nice drill bit for sure, drill a small hole, small enough to where you're able to hammer a small poke tool through the hole, hammer that in, nice set of vice grips or pliers, and twist out... been there done that...
the thing i'm afraid of is that the hole that this bolt is in has no back. so if i drill threw it metal shavings with get inside the head. do u think if i just keep drilling the hole bigger and bigger it will loosen until i can extract it? or should i just keep going up in size of extractors?

Yeah, be careful, don't drill all the way through... some shaving are going to slip in there no matter what, but you don't have much choice in the situation... You can alway try and find a magnet and tape it up somewhere and hope that catches some...
Uhm I have a couple, I forgot what they're REALLY called but they're really sharp, looks like a normal flathead or phillips, but just very SHARP!! Can double as a weapon...
A pilot hole drilled into the broken bolt and those bits might have worked. Been in your shoes, it is no fun but I have never failed in getting one out.
Cut a "groove" in it so you can get a flat head screw driver in there, then just back it out. Make sure to use some sort of lubricant. WD, PB or something to help loosen it out.
Quick question though... the tool you ended up "breaking" was that one of those "As seen on TV" tools? If so, I just saw the commercial for it and thought about buying one for ***** and giggles... guess not now.
Being that it's a head bolt though, I don't think a SCRIBE (poke tool) is going to work.

After your post previous to that, I was afraid the head was coming back off because it was getting awfully thin on the inside.....
