95 Accord NOx emissions

95 Accord NOx emissions
I have a 95 Accord ex with the 2.2 vtec. I have not been able to pass emissions. I am having a problem with NOx. It has a new cat and the egr is good. I recently cleaned the egr to intake ports. They were clogged. The car was close to passing before the new cat was installed. We are talking just over 200 points. Here are the numbers before and after.
high speed \ low speed
HC 8-80 \ HC 11-128
CO 0.03- 0.29 \ CO 0.05-0.47
CO2 6.1-14.6 \ CO2 6.1-14.2
O2 11.5-0.3 \ O2 11.5-0.6
NOx 1290-1155 \ NOx 1045-2223
Dilution 6.1-14.9 \ Dilution 6.1-14.7
The only thing that improved with the new cat was the O2. in which was passing any way.
Can you solve my problem?
