its called a 10+ year old car all the bolts that are in the elements are going to rust and seize. So yes it can be a real pain in the *** get a good penetrating lube like PB Blaster, you can also try heating the bolt up. Be prepared to replace a good many of the bolts also get yourself a bottle of antiseize for when you are putting things back together again

pb blaster, let it sit, impact gun like bgcrx said. and a good *** drill bit for drilling out the broken ones. with a screw extractor set. and while your at it, bitch slap yourself for living in wisconsin with the amount of salt they put on the roads and then wonder why a 10 year old car would have rusted hard to losen bolts.
