It is true and not true, while top speed is not completely dependent on the final gear alone it has a large factor on it. If you took two transmissions with the exact gear ratios. Imagine transmission A has a 4:1 final drive, and transmission B has a 2:1 final drive. Transmission A will have the quicker acceleration at the cost of top speed whereas transmission B will have slower acceleration but a higher top speeds. Obviously gear ratios alone do not affect speed and all of this is also dependent on engine power and other determing factors.
Since I don't exactly understand your question then I'll just leave my answer at that.

Yeah sorry man, I will be specific a bit more then.
One of my friend told me this and I do not know it is truth or not.
My friend told me this.
getting cam shaft, ecu baabba will only give u so much hp and will not get u anyfaster on my b16a stock JDM engine.
He told me this, instead speding that much of money on ecu or cam shaft, I can do final gear and cross gear to get my car a bit faster .
He basically told me if I only run quater mile. that is the best option for me.
It is truth?

If you are only running your car in the quarter mile then, yes, you could get a radical final drive ratio. The problem would be finding one and cost. I think that for you to notice a huge difference you would have to get a non-honda ones, even though any type r final drives are pretty high and some even have LSD. For more info check out http://hybrid2.honda-perf.org/tech/variants.html .

Cheers.

you can also change the effective gearing by using smaller tires/slicks. This is why most of use SOHC'er use 20x8x14 slicks at the dragstrip. Also 235/45/13 is hot with the coneheads (autoxers) for the same reason.

I'd upgrade the cams and tune that first before getting a final drive.

tranny upgrades are good but work a little bit on the motor first before doing the FD

FYI, when you hear the term CROSS GEAR or CROSS TRANSMISSION, its just
the bad japanese english of CLOSE GEAR, as in close gear ratio.
