Unless your talking of the OBD-II D15b with 3-stage Vtec, from the 96-99 civic VTI ferio in japan and taiwan, then it would be pointless, being the Y8's head is already a single stage VTEC head. (the obd1 jdm d15b was single stage vtec).

The y7 transmission is shitty and long, and is not geared towards performance, you would want to look for another y8 or even a d16z6 (92-95 ex/si) transmission.

Say your trying to piece togather a motor for whatever reason, just to drive, to get from point A to point B, then yes, those parts will work togather as far as im concerned.

Cause i have just a y8 block, and a d15b head and dont know if its od1 or obd2. i would want to know if it will have potential on eating up some d16y8 motor. cause i figure that if i have a bigger block with the jdm d15b it'' probably pull a little more torque.but before i decide to install it. give me advices.. need help.

ummm my advice would be not to do it and save up a few bucks and look in the for sale section on here and buy yourself a y8 head. dont bother with the d15b head on the y8 bottom end. is the d15b head really a d15b head or is it a d15b7 head?
