Mugen is good stuff, but I wouldn't say they're best for the money.

why dont you just tell him to take $200 and throw it out of his window while driving at high speeds...
To the OP, well it all depends on whet you plan on doing and how far you want to drop...
if your going with just springs, go with the Swift (approx 1")...
if your going with coils, KW are a pretty popular choice

After doing some research on here and s2ki, I see that the popular choices for a GOOD coilover and still being in budget are:
Buddy Club (forgot the model)
KW Variant 3
Bilstein PSS9
There are 2 more, but I forgot what they are.
Cheaper would be to go with Eibach and Koni yellows.
I, on the other hand went with Espelir ASD springs for now. I chose that because currently I do WAAAAY to much driving 1K+ miles a week to worry about spending $1K+ on suspension. I'll end up driving the car to the ground before I even pay it off. Until I find a beater car, it's just a simple lowering job for me to get it to look nice.

Mugen parts are engineered designed and developed for the S2k and more development time and an money is spent getting them right than perhaps any other after market vendors. Of course Mugen is one of Honda's sons.
Bilstein PSS9 awesome
I have driven a audi TT with bilsteins at Fontana speed way in field track. Completely different car from stock to coilovers and an alignment. Suspension just gave so much feel back to the driver
Buddy club has 3 types of coil overs (cheap to expensive)
The racing spec dampers i have personal exsperiences with. Great ride quality. quality through the roof. 15years of development.
Only pictures i have are 350z versions

or lower version N+ coilovers (picture is of rsx suspension)
But with any coilovers i have found changing the springs out to swift replacements is the best upgrade for even cheap coilovers. Tein, apexi, omni, what ever

i have bilstein pss9. it's good for daily drive... it feels like stock because of the low spring rate. switching out the spring to higher spring rate swift spring, will definately help corner higher speed on track.
