Default Fairlady TT MBC?

I was shipping off a TT 300zx engine and while cleaning up the hoses i found these little guys inside the vaccume lines going to the wastegate's of each turbo.
looks like a boost restrictor to the wastegate for added boost, atleast while under hard accelleration

anyone have any idea what they do, how they do it, and why nissan chose to do it that way? haha

Alot of factory turbo cars use those pills to restrict boost.

air pressure is air pressure...If that is in the vacuum line as I'm picturing it, I don't see what that could possibly have to do with "restricting boost," maybe slow down repsonse but it's not going to change the pressure on either side of the "restrictor"...I have no idea what it could be
