You don't get turbo kits from Civics. If you're "thinking turbo kit should do the job," I suggest going to the forced induction forum and reading until you have sufficient information to make this decision for yourself. Your engine is a shitty place to start. If you have the money to turbocharge it, you should swap it for a D16Z6 or B18B first and then turbocharge that.

No on both accounts. You can't pass BAR ref with a B20 or CRVtec, and even if you had an LS-Vtec you still couldn't pass. My adivce would be to ditch the B20 (sell it) and pick up a B18b1 since you have hopes of going turbo. And make sure the turbo kit is CARB certified.
