Default 90 dx with b16 need help with smog please help !!!!!

OK well this has been a long journey to here and now I am looking for any ideas anyone might have. Here is what is going on

Bought the car with the swap already done but wouldn't start looked at it talked about the problem with the kid who had it talked him down a few hundered and then drove to my buddy's house picked up his spare dizzy and drove it home. I then put a ton of money in to the car without really driving it. I was planning to BAR the car here in californiathe intire time so I got a stock valve cover, intake, injectors and ECU from a 94 delsol vtec at HAP recycling. Bought a used obd0-obd1 harness I dont know who made it. For kicks I got a s2 manifold, dc header, and msd pro billit distributor and 6btm ignition box.

I have smog tested 12 times and reffed 6 times and only passed at a smog station once and when I next reffed the emisions had changed.

I have changed the cat twice, now running a $475 OEM OBD2 EM1 cat converter, changed plugs 3 times each time going with hotter plugs, changed wires with OEM P30 wires, Distributor with a oem distirbutor, TB to OEM P30 TB, valve seals, O2 sensor.

I have checked coolant temp, cam timing, fuel pressure, ignition timming, vacuum leaks.

15mph @ 2133 rpm my HC are 200ppm CO% .80 and NOx 1500-2000ppm
25mph @ 2407 rpm my HC are 100ppm CO% .25 and NOx 100-300ppm

no matter what I change I cant get the HCs to come down and I now think it is getting worse because now I can here the exaust sputtering lick it is running super rich and buring out through the exaust. I have had a wide band O2 on it since day one and it has always idled at 14.4:1-13.9:1 or .98-.95 lambda and even when I lean it out via vafc2 the computer just re corrects back . I have tried everything I can think of I am currently in the process of finding another p30-a00 because I have replaced everything else I can think of.

please let me know if anyone has any ideas on what is wrong. I have spent over $400 on smogs at $40 each and am out of ideas parts and almost out of money. I even cracked open the virgin ECU and it has not been chipped. So how is it that it is running so rich???

no I have not swapped it but I have checked operation and it has 30psi at idle and 38 with the vacuum source unpluged from it. It holds very steady. The injectors all have 11.7-12 ohms resistanceon them and I have eliminated the resistor box. I have also installed a new fuel filter.

When I first bought the car I had a problem with the fuel tank overflowing on to the ground through the filler neck . It was able to leak past the gas cap due to the fact that the rubber oring was missing. It would only do this on a tank 80% or more full and over 95degrees out parked in the direct sun. this was solved by putting on a new cap. I then checked the purge canister and it seemed to be dry and none of the lines either form the tank to the can or from the can to the manifold seemed to have ever had raw fuel in them , but I still do not know why it was over flowing . The air fuel ratio is still the same with the purge line capped or hooked up coorrectly.

I was just told by one of my friends that my fpr and injectors should hold the 30psi fuel pressure for like a hour. Mine only holds for about 20minutes tops. I did a weak *** injector test by unpluging all but one injector and the fuel pump after it has built 30psi then crank the engine for 15 seconds and see how much psi is dropped on each injector. They all came in pretty close to each other. I know there is a tool to do this but it is like 200 bucks from my snap on guy.
so do I have a leakey injector ???
leakey FPR ??

I hate this stupid car right now and really need some input on this stuff guys

This past weekend I got a p28 with a stock p30 chip and installed it. Then me idle was crazy. I foound that my new o2 was fowled out. I bought a new o2 and now it is running rich again. This time on another ecu so its now the ecu .
I am so stumped I am about to start throwing parts at this thing. maybe map and iat sensors ? I dont know. I can not seem to find a consistant directions to test either of those sensors.
