Default Turns over, no start...

So I was driving home from work and my car died... Turns over but it won't start.
There is no spark, and I stuck a noid tester/light deal in the injector clip and it didn't light up. All the fuses have been checked, the only blown one was the Alternator Solenoid Valve, replaced with same amperage fuse and still no start.

Here's a list of things I've replaced or done.
Ignition switch
Main relay
Igniter
Coil
Full Dizzy
ECU x3
Checked continuity throughout engine harness
Plug wires
Replaced grounds in bay.
For some reason the battery light is on when you turn it over...
Also, when you first touch a voltmeter to the battery, it jumps to 19 volts and settles at 12.6. did this with 2 different voltmeters.
And, theres only 9volts at the dizzy power plug.

Car is an 89 DX 5speed converted to MPFI, thanks!

I think there's only supposed to be 9v at the dizzy...mine on my b16 is at 6v at the output signal...

Have you had your alternator tested? Also I believe the battery light is supposed to come on when you turn the car over...mine does in my civic and it has a brand new alternator...

Also I think you will still get spark, even with a bad alternator, but I'm not 100% sure about that...
