Tag light went out .
Soo i was driving home last night and was pulled over. They said my tag light was out and recieved a warning.
Today ater work I went and got new bulbs threw em in and still nothing. I checked the fuse and it was good but i still replaced it just because. Anyone know what it can be.
Its a 91 Civic Hatch SI if that even makes a difference

Check if there's power at the bulb socket. If not, keep tracing the wire and re-testing until you find where the break is. It could also be a corroded bulb socket.

my hazards and turn signals havent worked in . . at least a year and a half
im not good with electrical so i dont know how i would check to see if i have power coming from the sockets

Simple, get a multimeter or a test light and hook the hot lead to the socket, then ground it.
If your hazards and turn signals aren't working either, check your fuses, I bet it's that simple.

Then it looks like you need to go buy one. Read the directions, it will tell you how to use it. You can just buy a simple voltmeter, probably for like 10-15 bucks, but id recommend getting one that does everything since youll innevitably end up using it.

Well, get that multimeter and actually test that there's power going through the fuse as well. Just because the fuse looks intact doesn't mean there's power flowing through it.
To test a fuse, there are two open parts on the top of each fuse, just connect either end of your multimeter to either end of the fuse, if there's current flowing, your MM will show something.
If the whole concept of a multimeter is beyond you, just pick up a test light as a hardware store. All you need to do is ground it out and probe and probe the socket/wires with it, if there's power, a light bulb goes on. Pretty simple, no?

if your rear bumpoer has ever been off it's likely that your tag light sockets are not even plugged in, it's not hard to pull the bumper if you can't get your hand up behind it to check the wires, they are just quick connects just like your master cylinder cap has on it.
If tht's not it then it will just be a simple break or corroded spot in the wire like already mentioned.
You can pick up a test light at wal-mart or radio shack for like $5-$10 bucks and it's a much easier way for you to check for power since you are so uncomfortable with wires/electronics. you'll laugh when you see how easy it really is to use.
