I'm sure this is not the right place for this question, but here i go.

I've been a member for about a week and still do not have access to all that this site has to offer such as instant messaging, and certain forums.

I's there an amount of time you must be a member for or even some kind of fee to pay in order to have access to everything this site has to offer?

you have to have a certain number of posts and be here for a certain amount of time. I forget how much. But, there is no fee.

no, I don't think it has to do with post counts. I've seen people sign up, not post for a month, come on one day and post 1 single post and they are no longer a trial user.

I believe you have to be a member for 14 days if I'm not mistaken before you become a full member and can access restricted forums of the site.

Just hold out for a while longer and make quality posts, you'll be a full member soon enough.
