black streaks on paint

black streaks on paint

i've sound a couple 3 inch streaks on my rear fender..they're black in color. they're smooth on the paint and i can't wash it off. i've tried claybar, waxing, washing...any other ideas?

If it's a scuff it'll buff right out.

it's hard to get a pic on it. the marks are so faint and my camera can't get that close to it without getting a reflection..
