There is more then enough info on mini mes, I don't know how you missed it but here is one write up.

only thing for you is you'll have to wire up to obd1, and you can do that with a nifty boomslang.us harness

Will a Apex Vtec controller do the trick?

To control vtec, yes it can, but it's not the best way.
To tune, please don't for both of us.

Personally you are much better going obd1 and getting a good burnt chip
heck even a stocker p28 i'd want over a vafc.

Or you could use a rpm activated switch for vtec and screw obd1 and the harness altogether.

Also two more great pages to use that are located in the fact at the top of this section.

Im doing this swap actually pretty soon, im waiting for some parts to come into the honda dealership before i can start.

Heres everything you'll need if you want to do it without switching to obd1..

-y8 head (obviously)
-y8 headgasket
-timing belt from d15b7 (1992-1995 civic DX/LX)
-adjustable cam gear (need to advance timing 4.5 degrees)
-One y8 headbolt for the bolt nearest the vtec solenoid (need y8 bolt because its shorter and if you use the a6 bolt it will bottom out and not allow it to be torqued down properly)
-Intake gasket
-Exhaust gasket
-vtec rpm activated switch from summit racing (for vtec engagement)

Please save your motor and the hassle, please go OBD1 running a p28 and just purchase the complete Rywire conversion.

Not to be a douche or anything, but I have the Rywire Jumper and Sub vtec harness for this set up. Also I have the d16y8 dizzy that plugs into the a6 clip. Seriously you cannot get easier plug and play than that PM me for more information
