Mother's aluminum wheel polish.. Made for wheels but excellent for headlights... Look at my ITR headlights before and after :

put your headlights in the oven and remove the housing then clean it off

search diy black housings and you should see instructions on how to remove the housings

yea melt the glue that holds the lense to the housing then clean the lense and make sure you get a goood seal putting them back together or you will gather moisture...cool tip for tailights if you have clear lenses and you melt the housing apart and paint the house the color of your car or any color you like really but leave holes for the lights it looks pretty sick....

why don't you try something instead of being lazy! get off your azz and do something! they are not going to fix themselves they gave you a site and the knowledge put it to work! if you can't even take off a bumper than maybe you should forget it altogether.

The articles on team-integra.net should contain all the info you need, from removing your bumper and headlights to taking the headlights apart.

you have to "bake" your headlight. Kinda like retrofitting. http://www.hidplanet.com go on forum section. you bake your headlight in the oven. Preheat to 400, then turn off and put headlight in. the rubber with become soft enough that you can pry the 2 peices apart. and BAng you can clean. then you need to reseal with some rubber cement stuff. look it up. pretty detailed.

and for you taking them out of your car... really just look. it isnt rocket science if you spend a couple minutes actually analysing the situation.
