i have a p28 auto ecu.. i ordered a obd2a to obd1 harness is that right?

Yes:

1996-1999 Integra, 1996-1998 Civic, 1996-2001 Prelude, 1996-1997 Accord are all OBDIIa.

2000-2001 Integra, 1999-2000 Civic, 1998-2002 Accord are all OBDIIb.
