Starter Signal GETTING NO Power Replaced Fuse !! EG Civic

Basic information about the car OBD1 95 EG D16Z6 series motor.
Replaced starter with a working one tested both starters both good. Nothing has been touched on the car....Took a voltage meter to the starter signal no positive power shown at all AT ALL key position including start.. Fuse has been checked and replaced to rule it out... What can be causing this problem? How do i fix it ? is the wire bad or what?
Things Replaced or checked and came out good
Fuse 7.5 Starter Signal Fuse
Battery Power.
Solenoid.
New Starter System .

when i did my motor swap i had the same problem and it ended up to be the ground check it and make sure it is bolted down tight solved my problem

all of them valve cover, body grond to the tranny, battery, and the one that goes on the thermostat housing

CHECK THE NEUTRAL SAFETY SWITCH. ON THE CLUTCH PEDAL THERE IS AT LEAST ONE AND SOMETIMES TWO SWITCHES. THE CAR NEEDS TO KNOW THAT YOU'VE PRESSED THE CLUTCH. EVEN IF YOU ARE IN NEUTRAL, THE CAR DOESN'T KNOW THIS. I'M ASSUMING IT'S A MANUAL. IF AUTOMATIC IT COULD STILL BE THE NEUTRAL SAFETY SWITCH. IF YOU HAVE SOME SMALL PLASTIC PIECES (DARK BLUE) ON THE FLOOR NEAR THE CLUTCH PEDAL THERE'S YOUR PROBLEM. LOOK AT THE CLUTCH PEDAL. FOLLOW IT UP UNDER THE DASH. YOU WILL SEE THE NEUTRAL SENSORS. IF YOU HAVE THE BLUE GROMMET MISSING OUT OF THE PEDAL IT WON'T ENGAGE THE SWITCH AND THE CAR DOESN'T KNOW YOU'VE PRESSED THE PEDAL. HONDA SELLS THIS LITTLE SUCKERS FOR ABOUT $2 EACH. AS YOUR CAR AGES THE HEAT DISSOLVES THE GROMMET. I BELIEVE THE NEW STYLE IS MADE OF A DIFFERENT PLASTIC/RUBBER AND THEY ARE WHITE NOW.

Jump the starter to the battery - see if it starts.
Check the PGM-FI Relay and the starter relay.
Starter Relay Test:
1 3
2 4
There should be continuity between 3/4. There should also be continuity between 1/2 if a battery is connected to 3/4.
Test the starter in a different car - see if it starts the engine.

The only reason for 2 switches is for the CC cut and the starter safe. I jump those sensors sometimes in the winter so you don't have to get into the car and hit the clutch.

To answer above posters... Changed starter was tested and works ...WILL start if i jump the battery to the spade female plug on the starter also the only thing i see is a black oval switch that goes in and out by the clutch pedal looks good there... also where can i locate the Starter Relay i have a 95 Coupe EX ...The PGMFI works fine if not fuel pump wouldnt prime...correct?

No, the starter relay test.
The numbers signify the "prongs" on the relay.
