Default rpm stays up when pulling to a stop and then drops when car stops.

hello everyone.
when i'm pulling to a stop and leave the gas the rpm drops(stalls) to 1000 rpm or somtime more, insted of 750 until the car is fulley stopped, and then after a second or two it drops back to 750.

what could it be?
bad iacv?
iacv dutycycle?

using p28 with crome.

Check your crome settings as well as if your throttle cable is sticking.
