throttle body. flat head screw. adjusting question

how do i know if the screw on throttle body is at right position.??or when it is just right.???
HOW WILL IT AFFECT ME IF IT'S NOT SET RIGHT.???
and does that screw regulate???

wow. so there is no sure position.
I'm assuming this bes done when the car is cold??

yes there is a correct setting for the idle adjusting screw.. it should not be more than 3 and 1/2 turns unscrewed.. per the honda manual.. it should be set with the service connector jumped and at normal operating temp.. theres a certain rpm it should be at as well.. not sure exactly.. 750 +/- 50 for a manual i think..
