Default EF SiR Cluster Problems

Im installing a SiR (90-91) cluster into my EF Sedan (91 EX model), and im having a few problems.

First off im getting the correct 2-4v on my electronic VSS.
Speedo doesnt work, and my ecu is not popping a code 17.
Vtec does not engage. ( I have a JDM B16a first gen)

I have most everything wired up. Only thing I havent nailed down is my fuel and temp gauges. Could those be causing my issues or should I be looking at somthing else?

Well when I installed my EK cluster in my REX I found that every single post about it had the wires wrong on the VSS and once I switched the power and signal wire my speedo worked great It should go G.P.S (ground power signal) and everywhere I looked said to wire it up as G.S.P. which is very wrong, I had to check another running Civic to confirm this was right

As far as your fuel gauge goes it either works or it doesn't so it sounds like your gauge it'self is messed up and probably not your wiring. pin A7yel on your Si cluster is your Fuel gauge power and B4yel/wht is your Fuel sender wire

Hrm I wired it up like that. When the car is moving I should see some fluctuation on my VSS signal correct? No matter what I only see 3.80v....

Well, heres what I finally did.... I wrapped the car around a tree. Haha JK.

Anyways I took the VSS harness all the way down to the plug and pulled out the pins. Should my VSS be going apeshit going 0.03-12v? Anywho I wired it all up again (I hope it dont rain tomarrow) and my speedo still doesnt work however I have my vtec and high revving back which is awsome. I suspect that my speedo is bad though.
