Default Timing Belt Question

when setting timing after putting on a new belt..I heard you should back the belt off 3 notches counter clockwise...Supposed to take up slack for when ya set the tensioner...Where do ya back the belt off,,,, both the pully and cam or just the cam or what,,,Let me know..Maybe this is why it's not staying in time...Ive set it and the valves 3 times....

when you get the belt all set up with all of the marks lined up correctly, loosen the tensioner bolt - put a socket and ratchet on the crankshaft pulley bolt and rotate the crankshaft counter clockwise 90 degrees (1/4 turn) and then tighten the tensioner bolt

Thats still more than is needed, I have done loads of these. Once your belt is on with the timing marks all lined up all you gotta do is turn the cam shaft clockwise just enough (barely one tooth) to take out the slack on the front side of the belt (facing the rad) and once you have it there just pull up the tensioner w/ your hand to make sure it's pulled up as far as it's spring will hold it now just tighten then tensioner down because you don't need anymore tension on the SOHC motor than the tenaioner will hold it's self (meaning don't pry up on the tensioner with anything while tightening or your belt will be too tight and make noise)

It took more time to type this than it should take to set the tension
