Default Fuel Filter relocation

When relocating your fuel filter, do you need to keep the filter positioned higher than the fuel rail, or can it be lower? I wasn't sure if this is true since the fuel pressure should overcome gravity, right?

come stock below the fuel rail in alot of cars.
