Boggs at 4500rpm, Code 1 & 8

Well I tried to get my car tuned a few weeks ago, and apparently its a POS so we couldnt. Its the stock d15b in a 95 cx with a 14b turbo. Right now its just on a basemap since we could not tune it.
Problems were the car was running real hot, and the fan would not kick on. Replaced the t-stat and it seems to run much cooler.
Other problem, it appeared that the dingle berry before put the timing belt on 1 tooth off. We could not get ignition timing even close before no matter how much you moved the dizzy. So I pulled the belt off, triple checked that everything was perfectly inline and reinstalled the belt. Now with the cover off, and crank pulley off the cam and crank line up perfect with the markings, and are perfect at TDC. I have yet to get a timing light again and make sure its good.
I was getting a code 1 before (o2 sensor) since I have mine unhooked and he removed it in uberdata. But now im getting a code 8. I believe ever since I had the car it had a real low rev limit. I never had a tach in the car until about a wk ago so I never knew what rpm im at. Now going creeping, or trying to go fast the car hits a wall at 4500rpm and boggs like mad. It will not accelerate past there for anything.
