b16a seized? Hydrolocked? Help?

Ok, so I have a B16a obd-0. I bought a CRX Si, with this motor in it already. I believe it needs a new harness, that's why I bought it, easy fix (with the added wires for the b16 of course) I finally re-did some wiring and got the engine to crank. Just as it was about to turn over (or it sounded like), "CLUNK!", the engine stopped cranking. I tried to manually crank the engine, but after a certain point, not even turning the crank one full turn, it would be impossible. I was using a torque wrench too. I had my fiancee try to start it as I jiggled the crank a little. The crank was turning, but very very slowly, so it was not completely stopped, it was actually spinning. She did that a couple of times, then as I was gonna call it quits on cranking it, gas start pouring out of the exhaust, just where the header meets the cat flange. I had her stop, and after that, I did not have it cranked since then. I pulled the oil dipstick from the block, and gave it a big whiff...what did I smell gas...which is normal, but not overwhelming. So does this mean the engine is hydrolocked 'cuz of the gas flooding the engine??? Or is it just seized...also I may have a hunch that it could be a tranny problem, 'cuz I put the car in neutral, and I can't move it, as if it's in gear...anyone have any idea? Would it help if I do the "fix the hydrolocked engine" thing, with a wet vacuum through the spark plug holes?

Motor has around 35,000 miles.

HELP!!!!

remove the spark plugs...disconnect the dizzy ....and crank out the excess fluid...cross you rfingers and hope you didnt break/bend anything by cranking it while locked

You can also try to use a shop vac if you are uncomfortable with the above that Suck my DX said. I used a shop vac to suck out all the diesel and oil out of my truck when I put my bigger injectors is worked like a charm.

Are all shop vacs dry/wet? Or should I keep my eyes open? Never really paid attention to shop vac labels...

Forgot to mention, I got it cranking correctly...but I'm throwing a code 16 on the pr3, and my injectors are working (used stethoscope to verify), and I know my fuel pump is working 'cuz I can smell the gas when I crank it. So my next option is to change out the resistor box...anyone know if you can test them?
