Default question about d15z1

This is gonna be kind of a dumb question but maybe not. I know somebody that has a civic with a d15z1 in it. I know that is the VTEC-E. When he bought the car all the stuff that makes the motor economical(i guess thats what you would call it) was removed. Now I'm told it runs just like a d16z6. Is this possible? What exactly do you have to remove and add to the engine to make it a regular vtec engine. And no a vtec head was not put on the block. Thanks guys
