Default Tokico Shocks

Does anyone have any idea why the Tokico Blue Shocks don't fit my 98 Honda Accord Coupe? I mean I bought it from JDMWERKS, but the mechanic said it didn't fit because the Tokico's were slightly thicker in the upper range.

Here are the shocks I bought.

You might have to drill out the hole in the dust boot like I had to when I put on my Konis.

Anyone know places that can verify if the shocks need customizing or just doesn't fit in general?
