Default rear rubber moldings on fenders

I heard that the rear moldings on the rear fenders is what causes civics to rust at the rears. Is this statement true?, if it is should I remove the molding, clean it and reclue it on or should I just remove the molding forever.

its not the rubber molding that catches and contains the water but it is the inner metal seam that connects to the quarterpanel skin.
