Default Help Smokey B20B VTEC Build

Ok here is the situation.
Build is using BRAND new B20B Block with a used ITR head.

Head looked to be in good condition with the gasket still on so i just used it as is with new B20 gasket.

Everything is connected no leaks so cranked it for a about 30secs with dizzy disconnected and ECU fuse pulled.

Started up after a bit of a shuddering and idleing pretty high. About 1min after starting it starts smoking it looks white and its not condensation as it lingers around for a bit. Cant smell anything in the smoke either.

After a couple more minutes the smokes still coming out so i shut off the car.

I have checked the coolant still looks pretty clean and oil is clean also. I pulled the spark plugs out and look down onto the piston tops. I can see it is damp/wet as there is a light reflection from my fluro light.

So its definitely oil.

I have started it up about 3 times after different days each for 3-5 mins hoping the smoking would stop but it doesn't.

So my question is why is there oil there?

Its a brand new block so i think can't be the rings must be the head?

How long does it take for the rings to seat and is it normal for smoking on startup or how long should it smoke for?

I suspect it could be the valve stem seals.

Can a leak down test determine leaky seals?

Any help much appreciated.
Cheers.

Sorry i didn't get any response in the other forums. Yes i did post there first.

Just trying luck here. So enough of the bagging.

If no further reposes then this thread will sink to the bottom.

To the last response yes the oil is about 2-3mm above the high mark. didn't think would make much difference?

Ok worth a try so i will drain some out and start it up again.
