Default Directional signal flash rate problem

My directional blinker signal is excessively fast when making right turns. The left signal is working normally. I did notice that one of the two bulbs in the front right was burned out, so I had it replaced with an 1157 bulb. Unfortunately the problem perists even with the new bulb. Any help will be appreciated. Thanks.
