I used it on a grill and it has a nice shiny black gloss to it. Think this would work well on a side mirror (just painting the inside half of a teg mirror)?

I don't see why it wouldn't work, just scuff the mirror before you paint it. What do you mean by painting the "inside half"?

 

the bracket half where it clips on to the car (the part that stays extended when you fold in the mirror) and commonly peels

I see, yeah you shouldn't have any problems, just make sure the entire area is scuffed and cleaned well before painting.
