Both fans work find with AC on. But do not come on at all with AC off. Car then starts to overheat. Any ideas?

Probably a problem w/ the water temp sensor near the thermostat housing.

it might be the water temp sensor because its not telling the fan to come on to cool your engine at that certain temp

lol you're asking for an online answer with no hands on diagnostics...a "PROBABLY" is the only thing you should trust. If someone says "definitely", you should question it.

Check the relays and the water temp sensor/sender. Sounds more like a relay problem to me, though. Also, are your grounds all present?

test your ect switch.use a dvom. also check the relay from underhood fuse box. if u can jump the fan relay there then u know u have continuity from wire to fuse box to fan. also u can jump the ect switch as well to see if u have a open in the wires. from there u should be able to narrow down your problem. very simple if u test in the correct procedure.
